Culpeper sheriff used gifts to pay bonuses
Culpeper County Sheriff Jim Branch says no taxpayer money was used to give a total of $51,500 in bonuses to his employees in mid-December of last year. Branch, who called the checks "gifts," said only money donated to his office by the Virginia Sheriff's Institute was used to provide the extra money to employees just before Christmas....
